Maryland changed the rules, and most shoreline contractors still sell like it is 1995. State policy now directs new stabilization toward living shorelines wherever site conditions support them, which describes most of the sheltered water in this county: St. Leonard Creek, Island Creek, Mill Creek, Back Creek, Hunting Creek, and the coves off the Patuxent. On that water, a living shoreline is frequently cheaper than a new bulkhead, faster through permitting, and more durable over decades.
Where it works, and where it honestly does not
Living shorelines need moderate wave energy. Sheltered creeks and coves qualify; the open Chesapeake frontage at Chesapeake Beach, North Beach, and Plum Point mostly does not, and the cliff stretches near Lusby are a different problem entirely (see our cliff erosion page). The best candidates in the county are the creek and cove properties around St. Leonard, Broomes Island, and the sheltered sides of Solomons and Dowell. On those shorelines we quote the living shoreline and the hard structure side by side, and the soft option wins on price more often than most owners expect.

What exactly is a living shoreline?
A stabilized natural bank instead of a wall: the slope is regraded, clean sand fill is placed, native marsh grasses are planted, and on most sites a low stone sill sits at the toe to knock down wave energy while the plantings establish. The marsh holds the soil the way a wall would, and it keeps working as sea level moves.
Will it really hold up compared to a bulkhead?
On the water it suits, yes. Marsh and sill systems on sheltered creeks routinely outlast the wood bulkheads they replace, because there is no structure to rot and the system absorbs energy rather than fighting it. On open bay fetch it is the wrong tool, and we will not propose it there.
Why does Maryland prefer living shorelines?
State law directs new shoreline stabilization toward living shorelines where conditions support them, because marsh edge filters runoff, supports the fishery, and does not deflect erosion onto the neighbors the way vertical walls can. For a homeowner the practical effect is simple: on sheltered water, the soft option usually permits faster.
What does a living shoreline cost?

Can I convert my failing bulkhead to a living shoreline?
On sheltered water, often yes, and it can be cheaper than rebuilding the wall. The old structure comes out or gets buried as part of the new slope, and the permit conversation is one regulators actively want to have. We quote conversion against replacement so you see both numbers.
How long until it looks like a real marsh?
The protection works from day one because the sill and grading do the structural work. The plantings fill in over one to two growing seasons. By the second summer a well-built living shoreline reads as if it had always been there.
